Evaluation Report: The Workplace Education Program of the Central Labor Council and the Consortium for Worker Education (October 1, 1989-June 30, 1990).

A study investigated key aspects of New York City's Workplace Education Program of the Central Labor Council for Worker Education in 15 union workplace literacy programs. The program enrolled 3,775 students and offered 215 classes in English as a Second Language (ESL), basic education (BED), and union-specific or skills programs. Within each type, classes were taught at various levels. The report contains an executive summary outlining the study's structure and presenting highlights of the findings. An introduction with a list of participating programs is followed by data tables and some narrative, on: (1) the demographic, educational, and employment characteristics of the students; (2) inter- and intra-union comparisons of the success of classes in meeting their objectives; (3) comparison of student contact hours in each course type; and (4) pre-to-posttest gain for each course type within each union. Notes are provided on the computer database used, and a narrative report assesses the effectiveness of staff training efforts for four designated union programs and in the central administration.
