This volume presents the history of special education in Ohio chronologically from 1803 to 1985. It documents the early beginnings of services to handicapped children, the ongoing role of state leaders in program development and refinement, the rapid expansion of programs since World War II, efforts to provide full services to all handicapped children during the 1970s and 1980s, the development of programs for gifted students. Chapter titles include: "1803-1920, Development of Programs for the Handicapped"; "1921-1944, State Leadership and Program Refinement"; "1945-1974, Expansion of Programs,""1975-1985, Compliance and Provision of Full Service." Appendices contain: statistical data to support the report's text; information about Ohio laws, guidelines, standards, and rules for special education and teacher certification; and a bibliography of over 200 items.
