Adopted by the 18th Convention of the AFL-CIO, this document contains discussions and resolutions in four areas: economics; international trade and investment; takeovers, mergers, and leveraged buyouts; and employment and training. The discussion on the economic situation focuses on unemployment and the economy, inadequate jobless benefits, jobs created, the service economy, dislocated workers, regional and urban problems, struggling families, soaring executive pay, productivity issues and national budget trends. The national economy resolution which follows the discussion sums up the most pressing problems raised and suggests measures the nation needs to take to reverse the policies of the past and improve prospects for all Americans. The discussion on international trade and investment looks at the U.S. trade deficit, the U.S.-Canada free trade agreement, and international trade and investment. The third area--takeovers, mergers and leveraged buyouts--covers corporate indebtedness and job loss. Employment and training, the fourth area, speaks to full employment, training, and labor market institutions. In each case, resolutions embodying policy recommendations for resolving the problems reviewed follow the discussions. (DB)
