This document is a compilation of handouts, guidelines, position papers, statements of principles, development charts, and other materials used at a conference focused on issues relating to the implementation of an ungraded primary block at the elementary level. Topics included the relation of learning environment to students, teachers, parents; assessment of students; organizational issues, including a comparison between conventional graded and nongraded systems; curriculum development, particularly in relation to learning styles; and research on various student populations. Topics related to instruction included cooperative learning, evaluation of students, the multiability classroom, and assessment of student reading and writing progress in whole language programs. Teacher education and training and classroom management were also part of the agenda.
