Training for Planning and Management: Improved Management Systems in Higher Education in Developing Countries.

The management crisis within higher education in developing countries reflects the wider crisis in educational management and public administration. The contemporary management context is further threatened by narrowing management capacity and capability due to the continued dwindling of already scarce resources and the increasing across-the-board management problems experienced by these countries. This paper addresses issues associated with improving the management of systems and institutions of higher education in developing countries, especially as it relates to systems of higher education in Commonwealth Africa. Section 1 outlines key issues and perspectives associated with the management of higher education systems. Sections 2 and 3 identify problems associated with managing higher education systems and institutions. Section 4 identifies and discusses activities and strategies targeted at enhancing management capacity. Sections 5 and 6 comment upon management training capacity in Africa and illustrate the positions of international agencies vis a vis management within higher education. Sections 7 and 8 provide further examples of programs of training and collaboration and identify areas of potential international collaboration. (LPT)
