This report responds to requirements of Public Law 100-146, The Developmental Disabilities Assistance and Bill of Rights Act Amendments of 1987. It describes existing services to persons with developmental disabilities, reports on a consumer satisfaction survey, and presents recommendations and plans. Thirteen major findings and discussion of 16 critical issues in Virginia are presented in six sections. Many people with developmental disabilities have no access to services; services and supports related to financial welfare dominate perceptions of satisfaction and need; and the social support networks of most consumers are extremely limited. Critical issues are discussed within the categories of education, employment, community living, and unserved/underserved constituencies. These issues include: (1) a lack of consensus regarding federal and state standards for special education and insufficient mechanisms for monitoring compliance; (2) insufficient and inadequate services and supports to permit remunerative employment; (3) a lack of effective case management services; and (4) a lack of documentation concerning numbers and service needs of persons with developmental disabilities. The final section presents implementation and advocacy plans for the Board for Rights of the Disabled which are intended to consolidate the disparate mandates and activities of the past and build a unified coalition of individuals and organizations to advocate for the developmentally disabled.
