This volume of an annual journal contains 17 articles that focus on model local offices of the employment security (ES) and training systems. The articles are arranged in three parts. Part I, on developing new initiatives, contains the following five articles: "A Public Employment Service for the 1990s" (Elizabeth Dole); "The Revitalization of the Employment Service: Improving the Employer Relations Program" (Martin Smith); "Coordination Brings LMI and Job Service Together" (Ellen Saunders, Betsey Fettman); "Jobs New Jersey: A Model Concept in Cooperation" (J. Part II, which concerns local offices that address unique situations, contains five articles: "New Jersey Response Team" (Scott Stryker); "A 24-Hour Job Service" (Diana Staley); "West Virginia: A Leader in Meeting the Needs of Rural America" (Andrew Richardson); "Weslaco: Model Full-Service Office in the Rio Grande Valley" (John Stine); and "One of a Kind" (Bud Cork). The seven articles in Part III focus on creating local office models.
