Some of the factors affecting the labor market addressed by the report are the following: demographics, technological advances, political restructuring, economic trends, sociological forces, educational changes, and environmental effects. The report also lists emerging state work force policy issues: health care benefits, child care, cost of living, employer-based education and training programs, crime, clean air, and other concerns.
