A description of the geographic planning and operation of the 1990 U.S. Census presented in cartoon form, this booklet carries the user through the stages of the development of the materials needed for census field enumeration activities. Maps were drawn for address reference files, and geographic reference files were created. These cartoons follow the creation of the Tiger Data Base Files through planning, generating, design, and production stages. TIGER is an acronym for "topologically integrated geographic encoding and referencing." The cartoons are designed for classroom use in teaching about the census and geographic areas of the United States. (NL)
