Head Start Salaries: 1989-90 Staff Salary Survey.

A nationwide survey was conducted to determine the staff salaries of local Head Start programs during the first 2 months of 1990. Survey questions elicited: (1) background data on the Head Start agency, such as type of program, enrollment, budget, and number of staff; (2) information on the education component, including number of teachers, length of employment, educational requirements, and salary; (3) teacher turnover information; (4) information on other staff positions, such as home visitors, assistant teachers, education coordinator, health staff, social services and parent involvement staff, and Head Start director; and (5) starting salary information for the local school district or other community agencies that employed staff comparable to those in the Head Start program. A total of 644 Head Start grantees and delegate agencies responded to the survey, or 34 percent of the 1,868 Head Start programs. Responses were received from all 50 states and from Puerto Rico. Major findings discussed in this report concern teachers' salaries, regional variation, state variation, funded enrollment and teachers' salaries, teachers' salaries by program auspices, teacher salary trends, teacher turnover, other staff salaries, fringe benefits, starting educational levels, minimum wage, and sole source of family income. Recommendations are offered. Appendices provide supporting data tables and the 101-item questionnaire. (RH)
