Golden State...Golden Opportunity: Vocational Education and Economic Development in California Community Colleges. An Issue Paper.

Intended as the beginning of an ongoing review of the California Community Colleges' (CCC) vocational education programs, academic certificate and degree programs, and short-term job skills and retraining programs, this paper sets out to: define economic development and clarify its role in the community college context; develop a consensus among chief executive officers regarding the definition and role of economic development; raise the consciousness of community college leaders at the state and local levels about the need for and potential of economic development activities; and develop specific recommendations to improve vocational education and economic development programs in the CCC. The paper is divided into six main sections. Following a brief introduction, section II presents a glossary of terms related to the concepts of vocational education and economic development. Section III discusses the problems faced by community college's in providing for effective vocational training in light of the growing emphasis on transfer education. Section IV discusses the implications of Assembly Bill 1725 and the final report of the Joint Legislative Committee on Vocational Education. Section V presents a proposed policy statement for the CCC, examining institutional mission as it relates to economic development. Section VI consists of a set of recommendations from the Chief Executive Officers of the CCC to the Board of Governors, the Chancellor's Office, and the district offices. A literature review, the Board of Governors' vocational education/employment training policy, and a list of vocational education courses in the CCC are appended. (JMC)
