The Development of a Guide on Outcomes-Based Learning for McCook Community College.

At McCook Community College (MCC) in Nebraska, a teachers' guide was developed to introduce the goals and processes of outcomes-based learning (also termed competency-based education and mastery learning) to the college faculty. Several procedures were used: a review of the literature, an analysis of two previously existing manuals, and a review of the resulting product by three professionals. After explaining the processes used to develop, review, and revise the guide, this practicum report presents the guide itself. Entitled "An Introduction to Outcomes-Based Learning at McCook Community College," the 26-page guide focuses on the purposes of the manual, instructor competencies to be developed, major principles of outcomes-based learning, a rationale for outcomes-based education, a model of the process and samples of component parts (i.e., rationale, objectives, pre-testing, learning activities, post-testing, and revision of the learning process if students do not demonstrate mastery), and an evaluation instrument for the guide.
