Pre-Paid College Tuition Programs: An Overview. Staff Report 88-2.

This report reviews existing proposals pertaining to pre-paid college tuition programs among the states. Four major program formats are reviewed: the trust approach, the education IRA (Individual Retirement Account) approach, the tuition certificate approach, and the savings bond approach. The advantages and disadvantages of each approach are discussed along with a consideration of important state policy questions. Michigan's program, which calls for the creation of the Michigan Education Trust, is described as a model of legislation for other states. The results of a survey by the Education Commission of the States (ECS), conducted in October 1987, briefly outline the level of interest of each state in pre-paid college tuition programs; more detailed survey results are included in an appendix. A bibliography of 12 items is presented. Appendix A presents proposed legislation from Florida, Michigan, Missouri, and Wyoming. (JDD)
