Management of Youth Rehabilitation Programs. Program Audit.

This report presents the results of an evaluation of New York State's Division for Youth (DFY) rehabilitation programs, which range from secure facilities to residential homes. The goals of the evaluation were to assess the level of expenditures for facility operation and use, to determine the scope of programs and the extent to which they meet the needs of youth, and to examine the organizational and administrative framework for assessing program management and implementation. Following the executive summary, the background of the programs is presented, and data on DFY expenditures and facility utilization are reviewed; projected expenditures are provided. DFY programs are described, including education programs (secure/non-community based, and community based), vocational education and employment programs, health and counseling services, and programs for handicapped youths. The organization and management of DFY programs are discussed focusing on program strategies from 1976 through 1981, organizational problems (e.g., duplication of functions), central office operations, ongoing program reviews and recommendations, and the regional structure for the management of secure facilites. Chapter summaries are provided for each of the four main areas. The appendices include: a list of those interviewed and contacted for the evaluation; table showing the mean years behind grade level in reading and math for DFY program participants; tables showing DFY vocational education and employment funding by source, 1978-1982--community based employment programs and residential facilty vocational education programs; organizational charts of DFY rehabilitation operations and office procedures; and copies of the correspondence between the DFY and the legislative committee concerning the program audit.
