Project CAPABLE (Classroom Action Program: Aim: Basic Learning Effectiveness) is a classroom approach which integrates the basic learning skills with content. The goal of the project is to use basic learning skills to enhance the learning of content and at the same time use the content to teach basic learning skills. This manual presents program implementation and evaluation methods. It also provides teachers with methods for planning, developing, and implementing the Classroom Action Program and directed learning activities. Teachers are encouraged to gradually add program components, or "pearls," to their classes. Eighteen pearls involving teacher preparation are presented. Comments about Project CAPABLE from participating students and teachers and results of a formal student survey are given. Descriptions and objectives for 27 Project CAPABLE teacher workshops are presented. A reading list of useful resources is included. (BS)
