The PSCR Middle Grades Study: 1983. A Study of Selected Schools Containing Combinations of Grades 5-9 with Some Comparisons to National Study Results.

Charles Chance's 1982 study of the middle grades in the Knoxville Tennessee, City School System suggested the need to develop a system-wide concept, system-wide goals, and a system-wide organizational framework for middle schools. These issues were addressed in a study designed to assess the status of middle-grade education in East Tennessee and to make recommendations for improvement. Chance's study was replicated, and an identical survey was made of 16 other middle-grade schools. Chapter I of the present report introduces the research activities of Public Schools for Cooperative Research (PSCR), a school study council located in East Tennessee, and additionally provides an overview of the middle-school study. Chapter II describes middle-school education. Chapter III describes Tennessee's 1983 certification standards and rules of thumb governing employment of teachers and principals of fourth through ninth grades. Chapter IV compares national data on middle-level schools with data gathered in East Tennessee. Chapter V briefly reports 1983-84 state time requirements for instruction. Chapter VI compares and comments on middle-grade provisions in East Tennessee school districts. Chapter VII reports middle-school principals' views of ideal school conditions, summarizes research findings concerning the "ideal" middle school, and describes a basic model of middle-school education. Chapter VIII reports comments made by principals. Findings are discussed in Chapter IX; comments and 17 recommendations are offered in Chapter X. Related materials, including the questionnaire used in the 1983 PSCR study, are appended. (RH)
