The Illinois Quality School Index (IQSI) is a school survey designed to assist local school personnel in planning for more effective schools. The IQSI provides a structure to determine the existing quality and the expected quality of the school as viewed by administration, staff, parents, and community. This manual is a detailed guide for using the IQSI. It overviews the IQSI process by describing outcomes, characteristics of effective schools, administrative decisions, scope of use, IQSI coordinator, IQSI committee, survey instruments, interpretation of results, follow-up strategies, and community awareness. An outline format summarizes the steps, activities, and key points of the overall process. Survey instruments for the eight effective school characteristics (leadership, mission, expectations, time on task, monitoring, basic skills, climate, and parent/community participation) are given for reproduction. Appendices cover: committee selection strategies; instructions for manually computing results; priority identification instructions; public relations examples; materials for meetings; and a program plan outline.
