New York State education law, rules, and regulations concerning the practice of pharmacy are presented. Provisions relating to the manufacture, sale, distribution, purity, potency, and labeling of drugs are included. State statutory provisions cover: licensing, duration and registration of a license, practice and regulation of the profession, supervision by the Board of Regents, administration by the Education Department, definitions of professional misconduct, proceedings in cases of professional misconduct, penalties for professional misconduct, and unauthorized acts. Additional concerns that are covered by the law include: registering and operating establishments; identification of pharmacists; seizure; shipment records; adulterating, misbranding and substituting; wrongful labeling; new drugs; certification of coal-tar colors for drugs and cosmetics; examinations and investigations; and factory inspection. Rules of the Board of Regents cover disciplinary proceedings, determination of good moral character in the professions, and unprofessional conduct. The regulations of the Commissioner of Education cover concerns such as educational requirements, experience, licensing examinations, and limited permits. Appendices include a list of New York State colleges of pharmacy. (SW)
