Minority Students in Special Education: A School System, Parent Advocacy and State Department Perspective.

The report examines the achievements of 4 years (from 1979 to 1983) of the Over/Under Representation Project, a plan to address inequity in special education placement of minority students in Boston. Eight components of the model are described and progress to date discussed: (1) special education placement criteria, (2) data base information system and prereferral inservice training, (3) review of placements for Blacks and Hispanics through a primary school-level review of folders (containing progress reports, assessments, parental communications, etc.), (4) a generic teacher model, (5) needs assessment of bilingual programs and staff, (6) a communication network for bilingual special needs parents, (7) regular education alternatives (including the Schools without Failure Project and the Parent Information Assistance and Resource Project), and (8) a task force review of students placed in classes for the emotionally disturbed and mentally retarded.
