The Development of a Certification Program for Directors of Vocational Education. Final Report July 1, 1983 - June 30, 1984.

Since vocational education leaders will require many more and different skills in the future, this project was conducted to develop and implement a relevant and responsive field-centered, competency-based certification program for vocational administrative directors in Pennsylvania's western region. To this end, the following objectives were achieved: (1) more than 100 competencies essential to the role of vocational administrator were identified through the literature and subsequently verified by a representative sample of vocational administrators in Pennsylvania; (2) 86 instructional learning guides for these competencies were developed and field tested; and (3) an existing field-centered, competency-based delivery system used for vocational teacher training at Indiana University of Pennsylvania was adapted and used successfully to provide training to several administrator interns throughout a 13-county region of western Pennsylvania. The emphasis placed on adaptation, modification, and articulation resulted in substantial cost savings in the area of program development, delivery, and management. Overall, the program was found to be a viable alternative to conventional administrator preparation. (Author/KC)
