A state-wide microcomputer software program and support system for local education agency (LEA) reporting of Chapter 1 fiscal and evaluation information was developed. The microcomputer budget application for West Virginia was developed by the Technical Assistance Center at RMC Corporation. The program is intended for use by the Chapter 1 staff of each LEA in West Virginia. It was designed to facilitate the various fiscal reporting requirements of Chapter 1. The manual was developed to provide instructional support in recording monthly expenditures, but additional fiscal capabilities are also available. These include development of new budgets for the subsequent year's operations, projection of end-of-year line item and total balances, and recording budget modifications as a result of those projections. Chapter 1 personnel may use the budget program to keep track of the expenditures for each month, modifications to the budget, and the effects of expenditures and modifications upon the operating budget. Several printing options are available, depending upon the intended audience. The manual (a separate document) contains an introduction to VisiCalc, methods of applying VisiCalc to West Virginia Chapter 1 budgets, and procedures for file storage and maintenance. Appendices A through E introduce the Apple Computer keyboard and elementary topics. (Author/DWH)
