Cooperative Agreements Study Report.

During the 1983 meeting of the Florida Legislature, action was taken to begin a systematic study of the level of cooperation between the Florida public schools K-12 program and the community and junior colleges. The goals and objectives of the Cooperative Agreements Study were to review and compile a list of the cooperative agreements and identify and distribute information about outstanding programs in order to encourage similar innovative programs. Information was gathered through a series of regional meetings held at five different locations in Florida between January and March 1984, during which selected representatives from each school board and community/junior college provided a listing of agreements in effect between their respective institutions. The study found that: (1) 1,892 cooperative agreements were identified, representing 63 different types of agreements; (2) there was a significant variation in the extent to which cooperative agreements existed between different schools and colleges; (3) some agreements were the result of external direction or encouragement from official sources; and (4) there was significant concern about the dual enrollment program as currently implemented, particularly with respect to funding, site requirements, faculty availability and compensation, transportation, and scheduling.
