The manual describes the development and implementation of a project for gifted and talented students (grades K-12) in a rural, culturally isolated area (Wells River, Vermont). Approaches to the following project components are discussed: needs assessment, project goals and objectives, implementation (including staff responsibility), activities (including a list of activities implemented and community resources called upon), and evaluation (including depiction of progress made on project objectives). Five basic misconceptions of the project, for example, that publicity was not good for the project, are exposed. Continuation of certain project components, such as increased interest in reading and a teacher advisor program in which teachers deliver individualized student counseling are proposed. (CL)
