Employment and Training R&D. Lessons Learned and Future Directions. Conference Proceedings of the National Council on Employment Policy (Washington, District of Columbia, January 26-27, 1984).
Robson, R. Thayne, Ed.
This book contains four papers commissioned by the National Center on Employment Policy to review programs conducted by the Office of Policy, Evaluation, and Research in the Labor Department's Employment and Training Administration. The Council's policy statement entitled "Appraising Employment and Training Research" appears first. In the first paper, Eli Ginzberg reviews the Department of Labor's Research Program, 1963-1978. He examines the research, demonstration, and evaluation contributions to expanding and improving the number and quality of researchers, the database, and the methodology of research. In the second paper, Daniel H. Saks suggests a research agenda for employment and training policy in the 1980s. In the third paper, Howard Rosen offers an administrator's viewpoint. He argues that development of a successful research, demonstration, and evaluation program is possible within a mission-oriented agency only if it can demonstrate the usefulness of its findings. He claims significant policy changes as a result of the more than 2,000 studies completed. The final paper by Gary Burtless and Robert H. Haveman summarizes lessons learned from three labor market experiments: the Seattle-Denver Income Maintenance Experiment, the National Supported Work Program, and the Employment Opportunity Pilot Project.
