Costs have long been an important consideration in educational programming. Only recently, however, have systematic cost analysis methodologies been applied in educational evaluation. This report identifies and documents the application of cost methodologies within evaluation and service projects conducted by Northwest Regional Educational Laboratory (NWREL) staff from 1977-1982. It also clarifies client cost needs and points to cost training and technical assistance needs of NWREL staff. Fifteen cost projects, subdivided under cost comparison, cost descriptive, budget and planning, and policy analysis cases, were identified and reviewed to (1) identify the decision situation, (2) describe the cost methodology, and (3) critique the application of cost analysis.
