This comprehensive evaluation of basic skills testing in California's elementary and secondary schools is divided into an executive summary and a collection of research reports. The summary evaluates current testing conducted by the state, school districts, and classroom teachers; describes experimental studies on new ways of testing and reporting test information; and makes recommendations on how to improve the testing program in California. The second section, a collection of research reports used in the evaluation, investigates a number of concerns in state, school district, and classroom testing. The topics covered include (1) the evaluation and testing of reading, (2) California's 1981 reallocation of resources to meet minimal competency requirements, (3) attitudes toward testing and achievement of basic skills, (4) strategies for improving reading comprehension, and (5) school and classrom evaluation.
