The Massachusetts Board of Education recently adopted a 5-year plan to assist Local Education Agencies (LEAs) in the curriculum areas of reading, writing, arithmetic, science, and computer literacy. However, reduction in funds and staff at the LEA level has decreased the ability of local programs to implement marketing and assistance. This manual, designed for use by both local education program developers and external technical assistants, provides strategies for regionalizing model program dissemination efforts by retraining current State Education Agency (SEA) staff. Section I covers selection of information strategies from promising programs; this includes interviewing, on-site observations, document selection, and visual aids. Section II provides strategies for marketing programs at a regional level, and includes the development of booklets, brochures, slide presentations, a regional educational forum, and an outline for workshop presentations. In section III, an implementation model which uses an external technical assistant is presented. Section IV provides an in-service staff training design for SEA staff. Finally, section V contains interview and observation forms, and sample dissemination materials for model projects. (AOS)
