Based upon data provided by state directors of community/junior college education, this report reviews state approaches to community college financing. The report includes information from 44 states, which together accounted for 98.2% of the total enrollment in two-year colleges in 1982. Section I presents conclusions drawn from the data, revealing: (1) a trend toward increased state support; (2) increased student fees since 1980; (3) more emphasis on college linkages with business and industry; (4) increased use by states of automatic caps on increases in state or local funds; (5) a greater reluctance in many states to support remedial education; and (6) an increasing proportion of college budgets allocated to salaries and utilities, leaving only a small discretionary portion to these budgets. Section II describes financing patterns in each reporting state, including information on community college structure, enrollments, funding formulas and procedures, and the major problems facing community colleges within the state. Section III provides statistical data on sources of support (i.e., state, local, federal, and student fees); state expenditures for 1982 and changes from 1980 to 1982; percent of operating funds by source; percent of capital outlay by source; state appropriations for community colleges; changes in operating funds between 1967 and 1982 by source; and problem areas facing community colleges. Finally, section IV highlights trends in community college financing. (HB)
