The Long Range Plan for Statewide Library Development in Texas, 1984-1986.

Prepared in compliance with the Library Services and Construction Act (LSCA), this planning document presents objectives and procedures for improving Texas library services in conjunction with five statewide goals of the Texas State Library: (1) to assist in financing library services and resources in Texas; (2) to improve delivery of materials and information to library users by supporting and encouraging libraries to share resources; (3) to provide public library service in unserved areas and encourage public libraries to form into larger units of service; (4) to provide training and information on all aspects of library services to librarians and library users; and (5) to improve library service to the disadvantaged and other people with special needs by providing programs aimed at selected groups. A brief description of Texas libraries and their cooperative activities is also provided. Appendices comprise a comparison between standards adopted for library services and the most recent data available on actual conditions; examples of contracts and reporting forms used for LSCA projects; brief discussions of the dissemination of LSCA information and the coordination of LSCA programs with institutions of higher education and public schools; and lists of the policies and procedures established for the allocation of Title I, Title II, and Title III funds.
