The project was initiated to develop and implement a statewide model for planning and presenting inservice training activities for vocational educators who teach and work with limited English proficient (LEP) populations. Its goals are to provide vocational educators with the understanding of cultural and linguistic characteristics, vocational needs, and some preparation for teaching and working with LEP persons in Florida. Included in this report are (1) a statement of the purpose and objectives of the project, (2) names of the project consultants and members of the advisory task force, (3) summaries of two task force meetings; (4) the statewide model in the form of a workshop planning guide, (5) a discussion of each element in the model, (6) block diagrams of model development and a discussion of content areas of interest by educator groups, and (7) a detailed description of a statewide workshop that was conducted according to the model. The workshop description covers the agenda, a summary of group discussions, a summary of consultant presentations, needs assessment results, participants' comments on the workshop, a listing of workshop participants, and a discussion of conclusions and implications. Appendices include letters of invitation, needs assessment instruments, bibliographies, and other guidelines. (AMH)
