The four volumes of the journal focus on themes of New York state's services for youth, postsecondary institutions, and handicapped students; current special education concerns and practices in New York state; and issues related to the education of severely and profoundly handicapped students. The first of these journals "New York State Division for Youth -- An Overview: Servicing Youth in New York State," summarizes state programs for delinquency prevention, runaways, and young juvenile offenders. Related topics include community based vs. residential placement and a cross systems approach to removing status offenders from family court. The second journal, "Postsecondary Institutions and the Handicapped," includes articles on implications for students with epilepsy, learning disabilities, vocal handicaps, and deaf students. "New York Speaks -- Current Concerns and Practices," the third journal, addresses current issues in terms of the relationship between special and regular education, special educators' awareness of child abuse, and occupational-vocational training programs for exceptional students. The final volume, "Education of the Severely and Profoundly Handicapped," touches upon such topics as siblings, independent living services, behavioral contract systems, computer technology, and communication therapy.
