Prepared as an outline of the long range Michigan library development program, as required by the Library Services and Construction Act (LSCA), this document presents goals, objectives, and procedures for extending, improving, and strengthening library services to unserved and underserved segments of the Michigan library population from 1982 to 1987. A needs assessment precedes a discussion of objectives focusing on seven areas: (1) public library cooperation, including the strengthening of metropolitan and urban resource libraries; (2) service to the disadvantaged, including low-income persons, the elderly, persons of limited English speaking ability, and those geographically isolated; (3) service to the physically handicapped; (4) service to residents of state and local institutions; (5) improving and strengthening the State Library administrative agency; (6) construction and remodeling of public libraries in order to meet barrier free standards and conserve energy; and (7) multi-type library cooperation, including establishment of local, regional, and interstate library networks and the coordination of resources among school, public, academic, and special libraries and information centers. A 5-year graph for the overall state action program and a list of the 1982-83 LSCA Planning Committee members are provided. (Author/ESR)
