A general outline of the proceedings, a list of recommendations adopted, and four annexes comprise this report of the 1982 meeting of the International Congress on Universal Availability of Publications (UAP), including printed, audiovisual, and electronically-published materials. Suggestions and points of discussion are reported regarding publication access and availability to users, the information needs of users, the production and supply of publications, national acquisition policies, the creation of repositories for publications, the need for publication conservation and preservation, national and international interlending policies and practices, and the effect of such things as copyright legislation, confidentiality restrictions, postal rates, and import and export duties on UAP. A total of 48 recommendations are addressed to international organizations, especially the two sponsoring institutions and the World Book Congress; to national governments; and to librarians, publishers, and booksellers. The four report annexes include: (1) the program of the international meeting; (2) texts of the two opening addresses; (3) a list of documents prepared for the meeting; and (4) a complete list of individual UAP participants, and additional representatives from the United Nations (UN), other intergovernmental organizations, and international non-governmental organizations.
