Effecting Change to a More Flexible Special Education Delivery System.
Pankove, Ethel; Evans, Malcolm D.
The paper describes the evolution of a special education delivery sytem in a Montgomery, New Jersey township. It is pointed out that the project's first year focused in preparing teaching, administrative, and Child Study Team members for project participation through meetings and newsletters. Noted are two goals which emerged from meeting discussions--1) to develop a systematic appraisal system and 2) to revise special education classification and program descriptions so that students are described in educational terms rather than handicapping conditions. The role of the school psychologist is described and a four-level consultation model is mentioned. Appended are an outline of project activities, a project plan diagram, and goals and objectives of the special task force. (SW)
