Testing of a Program Evaluation Model: Final Report.

A program evaluation model developed by Moraine Park Technical Institute (MPTI) is described in this report. Following background material, the four main evaluation criteria employed in the model are identified as program quality, program relevance to community needs, program impact on MPTI, and the transition and growth of MPTI graduates in the world of work. Following a discussion of the primary objectives for developing the model, key aspects in the development process are outlined, including the creation of data collection instruments, the establishment of program-costing procedures, the involvement of advisory committees and staff, decisions to expand the evaluation to include continuing education programs and to include a narrative section in the evaluation report, and the process of validating criteria. The report then presents the model to evaluate vocational, technical, and adult education at MPTI. The model outlines evaluation activities, types of data collected, personnel responsibilities, and procedures for monitoring activities. Next, the processes for conducting program evaluations and preparing a summary report are explained, with emphasis on the standards employed for the four major evaluation criteria, for awarding points according to the program's achievements, and for evaluating community service courses. Finally, recommendations for improving the model are offered. Appendices include evaluation forms, informational materials, and correspondence. (KL)
