In an effort to reinforce the central role of community services in the comprehensive community college, this monograph examines the history, mission, role, and funding of community services and provides recommendations for continuing and increasing the integration of such services within the community college. Chapter I provides a historical overview of the public service mission of higher education in the United States. Then, Chapter II examines community services in relation to other college missions and argues for a clear definition of community services, a reexamination of its mission, and the development of a consensus and commitment to its continuation by the college community and policy makers. After Chapter III discusses the development of community service programs, ways of bringing them into the mainstream of the college, and the advantages of developing a central theme for community services and the college, Chapter IV outlines the funding practices of various states and suggests alternative sources of funding for community service programs. Chapter V identifies the role of institutional, local, and state leaders in gaining widespread commitment to the community service function. Finally, Chapter VI offers recommendations for the establishment of priorities, an operational definition of community services, and a uniform system of data collection; for the development of a curriculum-based program of services and activities; and for the adoption of a more active stance on the question of community services.
