The June 30, 1981 final project report of the Trempealeau County Kellogg Project summarizes the activities of the rural, county-based broadband, interactive, bidirectional telecommunictions system. The system described interconnects eight school districts, providing for the educational needs at all levels, in addition to providing access to television for rural residents living in the 11 incorporated communities or along the 133 mile trunkline. Also covered are the following: (1) planning and development; (2) technical components and operations; (3) co-op management; (4) construction; (5) implementation and applications; (6) instructional alternatives; (7) social services; (8) special activities; and (9) evaluation. Projections and recommendations, in the form of personal observations made by the 17-member project advisory board, encompass the idea that the potential of such systems seems to be limited only by the imaginations of the users.
