The document consists of the final report of the PEEEC (Project for Early Education of Exceptional Children) Outreach program, a program to stimulate high quality programs for preschool handicapped children and families in Kentucky. Following a definition of terms are sections outlining goals, objectives, and activities of three program components--project development and administration, demonstration/dissemination, and training and technical assistance.
