This user's guide, the second of four training modules for similar benefits usage, is the result of a project of the University of Michigan Rehabilitation Research Institute in conjunction with the Virginia Department of Rehabilitative Services (DRS) model program evaluation unit to examine the issue of similar benefits in the state-federal rehabilitation program. The introduction reviews the goals and objectives of the similar benefits project and briefly describes each module. Preceding the text of the volume is a list of frequently asked questions about similar benefits presented by major topic areas. Recommendations for a definition of similar benefits, policies to implement a similar benefits program, and procedures to follow are addressed in this second volume, based on current Virginia DRS guidelines, federal legislation, and Rehabilitation Services Administration (RSA) program regulations. The appendices contain a statement from the Federal Register on similar benefits, the RSA Manual on Similar Benefits, and a reorganization of similar benefit information contained in the Virginia Client Services Manual.
