Designed to aid in making concrete decisions on the acquisition and use of media, the criteria system and evaluation procedure described is a multiphase, objective-based decision making process. This report includes guidelines for setting up goal systems and developing criteria for the evaluation of media based on a goal system; an outline of various methods for comparing alternatives and checking them for their conceptual and practical efficiency; a description of multi-criteria utility analysis (MCUA), a method that permits multi-dimensional treatment of a problem and is particularly suitable for evaluating technological educational media; and an example of the use of MCUA for evaluating audiovisual media.
