The Montgomery County Maryland, public school system utilizes a bilingual assessment team as a means toward achieving nonbiased, cross cultural assessment to identify handicaps in limited English proficient students. Special education placement begins with referral from a teacher, parent, counselor, or the student himself; moves to consultation between the teacher and the parents; and if necessary involves the school educational management team and the school admissions, review, and dismissal committee. In addition to the actual assessment process, the bilingual assessment team provides services which include translation, interpretation, referral, inservice training, and work with parents. (SB)
