An LEA/University Partnership to Integrate Program Development and Evaluation.

A university-based office of evaluation research and a unified school district entered into a partnership arrangement for the purpose of developing a model to integrate program development and evaluation. The function of the model was to provide a common framework for all development efforts, regardless of the curricular area, and to use evaluation data at critical junctures in the development process. The integration of development and evaluation through the partnership served to establish a trust relationship between researchers and practitioners. It changed evaluation from adversarial to supportive, nonthreatening activities to the benefit of program development and the final product. (Author)
