Valley City State College Planning Manual.
Valley City State Coll., ND.
The Valley City State College, North Dakota, planning manual, which was based on the Futures Creating Paradigm methodology, is presented. The paradigm is a methodology for interdisciplinary policy planning and establishment of objectives and goals. The first planning stage involved preparing comprehensive narratives in the following areas likely to affect the College during the next decade: economy, energy, environment, government and global affairs, minorities, participation, population and human settlements, science and technology, and work and lifestyle. The second stage of the planning model called for projecting possible changes or modifications in regional and national values. Based on the first two steps, a set of assumptions for the various components and activities of the college were developed and cross-tabulated to sector trends and value choices. Based on data contained in the trends matrix, values matrix, and position papers, 114 specific institutional objectives for each sector of the College, which are appended, were developed and assessed in relation to general institutional goals and specific indicators of achievement. Additionally, elements of incompatibility among the objectives, or between the objectives and the institutional goals, were analyzed, and a coded compatibility chart, which is appended, was generated. The resulting goals for each sector of the university, including the faculty, curricula, and research and development, are presented. Based on enrollment projections for the 1980s, the possible impact of future developments on the achievement of institutional goals and objectives was projected by the planners. The final stage of the planning process was to develop policy recommendations or guidelines, which are listed. Book and periodical bibliographies are appended. (SW)
