The manual outlines New York state procedures regarding the development, implementation, and review of individualized education programs (IEPs) for handicapped children. Charts listing the sequence of events, persons responsible and parties involved, productive outcomes, form of documentation, and relation to intent of law and regulations are presented for the following steps: referral, preplacement evaluation, preparation of the recommendations of the Committee on the Handicapped, planning conferences, final placement decisions, daily instruction, monitoring and evaluating student progress, modifying instructional objectives and activities, reporting progress to parents and other school personnel, and IEP review.
