Treating all major aspects of the writing assessment process, this manual is designed to help school districts evaluate writing in order to improve students' writing skills. The first major section of the manual presents background information on general measurement issues, such as evaluating writing ability by means of direct and indirect measures, the importance of validity and reliability, the value of multiple writing samples, and general comparisons of holistic and analytic scoring methods. The remainder of the manual contains detailed step-by-step guidelines for conducting a writing assessment program in accordance with the Massachusetts "Policy on Basic Skills Improvement." Guidelines and pertinent information are offered concerning creating and administering the writing assignment, using holistic scoring procedures, using analytic scoring procedures, setting minimal standards on holistically/analytically scored papers, reporting assessment results, and making instructional applications of the results. Appendixes offer additional information and forms for constructing writing tests, scoring the tests, orienting readers and aides to their tasks, recording analytically scored data, and reporting basic skills assessment results.
