Oregon Vocational Secondary Program Evaluation. A Procedural Handbook.

This handbook presents a secondary program evaluation system to improve the quality of Oregon state-approved, secondary vocational education programs. Section 1 describes this evaluation system. It discusses the three levels of evaluation. The design includes provisions for review of Oregon minimum standards, federal and state vocational education assurances, and specific vocational programs. Procedures and processes are overviewed. Section 2 addresses planning the evaluation and provides planning forms and directions. Section 3 contains the 20 data collection instruments in the system with instructions for selecting the appropriate instrument and starting to collect data. Section 4 provides information on conducting an annual review of the vocational program using data collected during the program evaluation. It presents directions and an example annual program review form that is divided into three parts: program decisions, diagnostic information, and processes. Data from this review is useful in deciding whether to continue, modify, or terminate the existing program. (YLB)
