This document represents the first efforts of the Hawaii State Occupational Information Coordinating Committee (HSOICC) to define the basic concepts of the Hawaii Occupational Information System (HOIS). It provides the basis on which Hawaii can build in subsequent years, and can be used in two ways: to provide ideas and material to be used in structuring HOIS-related training for target audiences; and to develop an action plan for the HOIS implementation in Hawaii. The document consists of five volumes. The first four volumes focus on occupational information development. They contain descriptive detail on the reporting systems, survey programs, and other data collection efforts that provide the information necessary for the HOIS. The fifth volume, the HOIS Handbook, presents a process and techniques for the analysis, presentation, and delivery of occupational information. (KC)
