Educational Evaluation: Service or Menace.

This paper analyzes educational evaluation and assesses its value to the educational process. The development of evaluation research and practice is outlined and the paper focuses on a comparison of formative and summative evaluation techniques. Both of these types of evaluation are discussed with an emphasis on formative evaluation. The facets of formative evaluation examined include: (1) its nature and application; (2) how it is conducted; (3) when it should be implemented; (4) where it is conducted; and (5) who implements the process. In order to explore the extent of educational service provided by evaluation, the Malcolm Provus Discrepancy Evaluation Model (DEM) is reviewed. A general analysis of evaluation with special attention to the possibilities for negative effects concludes the paper. (APM)
