Chapter I reviews state and federal legislation related to public sector bargaining rights. Chapter II examines the role of trustees in determining the college's collective bargaining philosophy and selecting a negotiator. Chapter III discusses factors to be considered in selecting an employer negotiating team. Chapter IV explicates planning considerations in preparing for negotiations.
