The first volume of a 700-page, two-volume study presents a basic background of U.S. science policy and describes research and development in the public and private sectors, university research, the diffusion of technology in the U.S., and important issues in American research and development. This publication arose from efforts of two U.S. members of a cooperative research working group under the USA/USSR Joint Commission of Scientific and Technical Cooperation which compared major science policies of the two countries in the planning and management of research and development.
